This instruction establishes uniform SMR codes and format for all Department of the Navy (DON) activities. This instruction applies to all naval hardware systems
commands, Naval Supply Systems Command (NAVSUP), program executive offices, direct reporting program managers, Commander in Chief’s Atlantic/Pacific Fleet, in-Service
engineering activities, technical support activities, the Naval Inventory Control Point (NAVICP), contractors providing logistics management information and provisioning/item
selection functions by or for DON weapons, systems, equipment, publications, software/hardware, training/training devices and support equipment.
