This is the original release of NAVSEA’s Expanded Ship Work Breakdown Structure (ESWBS) guide. This was a major development at the time, as this document resolved many of the conflicts between the former Ship Work Breakdown Structure (SWBS), which was a design-oriented numbering and indenturing system, and the Ship Work Authorization Boundaries (SWAB), which was a repair -oriented numbering and indenturing system. The ESWBS system considered, and generally took advantage of, existing indenturing systems to decrease the impact of the transition.

The purpose of this manual is to establish the Expanded Ship Work Breakdown Structure (ESWBS) numbering system, offer guidance for its use and define the use of this system to current and future NAVSEA programs. This manual also promulgates the Functional Group Code (FCC) concept, a disciplined configuration baseline integration system, based on ESWBS, for use in new ship designs. The establishment and maintenance of ship baseline integration is dependent upon the use of a single, common reference point which associates and integrates functionally related data through a structured, disciplined process from preliminary design through construction and into life cycle management.

Although this manual was published in 1985, it has never been revised and is still cited in acquisition contracts at the time of this website listing (July 2019). There have been a few variations of this ESWBS guide developed for specific classes of ships, the most significant being the Aegis Destroyer shipbuilding program. The carrier acquisition programs continue to use their own ESWBS system, as do submarine acquisition programs.

This manual is the basis of every configuration status accounting development for US Navy shipbuilding. This reference, or one of several variants, are still in use today.
